We are having some issue with the latest version, and I can’t find any way to downgrade our version that is hosted on Heroku.

Which version are you having issues with - and what are the issues?
Also, which version are you trying to downgrade to?
I don’t use Heroku, but looking at other threads, it seems like you can just edit app.json with the version tag you want and commit it.
Remember that downgrading metadata is not supported, so if you’re moving between versions where there has been metadata changesets, then it might fail or even corrupt your installation, so make sure you have backups before proceeding upgrades/downgrades.
