What user rights permits user to modify credentials

Hi. thought I had this working but now when creating a standard user where data and collection permissions are blocked, the user can no longer access the limited admin panel to revise user name and email address. this is v0.33.2

The user can still edit their settings, but they get a wrong message, when clicking Save, but it actually saves the changes.
The wrong message is already fixed and will be part of the next release (likely 0.33.3)

Just FYI, dont know if intentional. For non administrator to see the gear icon, its necessary to have data access permission enabled. else gear icon is suppressed.

That would be a bug, but I cannot reproduce. Even with a user without data or collection access, the :gear: menu is still available.
