DateTimeOffsetFromParts changing hours when it shouldn't

When creating a question for our metabase it wants to adjust the time back -6 or -7 hours

Here is how it is adjusting the time with DateTimeOffsetFromParts

What I am looking for is the hour column to be a 0 rather than -7

I have tried adjusting timezones both on the server and the metabase page but no changes. Any ideas?

I have already given that a try. I have changed the timezone for the server as well as on Metabase but when creating a question it still offsets the hour by -7
