It's a problem in the latest release. You need to do initial setup with an older version - 0.46. Let that run once, then update to latest.

Metabase.jar on Windows not working - the solution

It's not the best solution, but it's a good workaround until the product is fixed. Since 0.47.x (not sure exactly when), if you created a new install of Metabase on Windows, you'd find that it didn't work with the default H2 database (the one you only use for setup and testing). Solution is to download 0.46.6 from https://downloads.metabase.com/v0.46.6/metabase.jar Start is as normal from the command prompt.
