How to use fixed filters for a dashboard before sharing it

We are a startup with partnerships with food restaurants. At the end of the month, we share a report with them.
The problem I am facing is that we have multiple restaurants on board, each having a unique ID, and for instance if I share the dashboard with one restaurant, then have access to other restaurant's data as well.
I don't want that. Is it possible that I can somehow fix the partner ID filter before sending the dashboard so that the person viewing it cannot change it.

Want the partner ID to be unchangeable.

That is possible with Sandboxing, so you don't even need a partner ID filter:

You can also do it via Embedding where you set the filter as Locked:
