In filter setting, be able to set the filter to "not editable" AND be able to set the filter to "not visible"

In filter setting, be able to set the filter "not editable". This way we can link other filter to the main filet and limit the choice list but not give access to change the main filter to the users. That can permit to use the same query in many dashboard using different list.
