Can't click through on public dashboard

I've created this public dashboard: http://opencollective-metabase.herokuapp.com/public/dashboard/a4b824a4-42c2-423b-8af6-d25d7fe4cfe1

But not logged in users aren't able to click through to each query to see all the rows and download the data. How can I enable this?

Drill-through is not available for Public Sharing or Embedding, it's only available in FullApp embedding:

You would have to use Click Behavior with custom URLs to the question's public address:
https://www.metabase.com/learn/dashboards/custom-destinations
