Clarification on user billing and Enterprise plan pricing

:one: Question 1:
If a user is created, performs some activity, and then gets deactivated — will they still be charged?
Basically, the user was active only for a few minutes, were still billed for the full month. Could you please confirm how user billing works in this case?

:two: Question 2:
For the Enterprise plan, is there an option for unlimited users?
If yes, what is the pricing model or approximate cost for this plan?
