Conditional Formatting based on Row values not Column

Hi Everyone,

I'm trying to make a pivot table like this and when i try to use conditional formatting it applies the formatting based on columns like this:

what i'm trying to do is to make conditional formatting only look at the values on each row separate.

for example i want it to look like this

is there any work around to this
