Hi, this has been happening for a number of versions, I just never got around to raise the issue.
On a conditional formatting rule, when there are a number of columns selected, the 'x' (to delete) icon vanishes... well, almost 
You can see it here, it turns into a tiny dot, which if you hit it spot on, will delete the rule.
