Driver Plugins not in Database Type List

I copied csv.metabase-driver.jar to the metabase\plugins directory. Then Admin, Databases, Add Database, Database Type dropdown. CSV is not in the list. Neither are oracle or vertica which also have drivers in the plugins directory. What am I doing wrong?

Then make sure you’re using the recommended version of drivers for Oracle and Vertica:
The third-party CSV driver hasn’t been updated to work with 0.34.
