Our users don't know SQL or doesn't want to use SQL, so is there an option to pass editable filter while creating the question using Gui(not using the native query).
You add editable filters after you've created the question and saved it to a dashboard.
The filters you create in a question are displayed at the top and can be changed at any time in the question editor.

When you add a filter to a question, they appear at the top of the question. They can be edited from there.
