Email alerts, Custom subject and Additional email text, Show current server time in the dialog

For some alerts, it would be nice, when we can add additional informations to the outgoing email.
Also, please add the current servertime to the dialog. So we can see that the date and time is correct.

Messages are sent according to the Report Timezone in Admin > Settings > Localization
