Anyone know if its possible for an end user to selectively hide/show specific questions/widgets on a published dashboard? i.e."filter the questions"

No, that would require some type of blocking, which is not implemented in Metabase permissions.
You can place questions, which some users are not supposed to be able to access, in collections that they do not have permissions to. The card would still be on the dashboard, but it would not show data.
