Error msg to connect oracle database

Hi guys, I’m trying to connect oracle database, but I received this msg: “IO Error: The Network Adapter could not establish the connection”

What am I doing wrong?

Please post “Diagnostic Info” from Admin > Troubleshooting.
And make sure you’re using the latest 19c ojdbc driver:
