Is there any option to export Questions and Collections from one server and to reload to another server with the same database structure (but not the same database), Kindly help to me to understand the process.

Yes, with Serialization: https://www.metabase.com/docs/latest/enterprise-guide/serialization.html
Alternatively, copy the entire application database to the new server and just update the connection details in Admin > Databases.
