Is there a way to freeze the filter band on a public dashboard, i.e. to have the filter band that is shown at the top of the page even when I scroll at the bottom of my dashboard ?

No, currently the Public and Signed Embedding does not use sticky header for filters and there's no setting for it.
We're being frustrated by this as well. I created a feature request: https://github.com/metabase/metabase/issues/32344
Is there any chance of this feature being implemented? Would be great for us
