How to disable "admin settings"

Hello,

I am stuck trying to find a way to disable 'admin settings' from dashboards. When I used my test account, under cog, it keeps appearing the 'admin settings'.

This account is only set up in two groups. "MANAGER and manager".

Where would I be able to disable this feature for people who are not admin?

Is it possible they're part of their group, such as MANAGER, as well as the Admin group?
You can view that in Admin Settings → People → People
