When I try to share a dashboard with public link I got something as http://localhost:3000/, but when I switch off Apache the link is not available anymore. I mean I would like to get a link that users can reach also if they don’t have Metabase.

You need to set the site URL. It's in settings, then general. That's assuming it's publicly accessible.
