MB and Heroku

Hello, I opened Heroku today and read this: "Starting November 28th, 2022, free Heroku Dynos, free Heroku Postgres, and free Heroku Data for Redis® will no longer be available.
If you have apps using any of these resources, you must upgrade to paid plans by this date to ensure your apps continue to run and to retain your data."

After I deployed MB on Heroku, I think it created a free instance of Postgres DB, does this mean that my MB instance will stop working if I don't pay? If yes, to migrate it do I just need to backup the whole DB?

If you have anything on the Heroku free/hobby tier, then you'll need to upgrade tier or migrate away to a different provider.
If you want to migrate away, then just do a backup of the Metabase application database: How to create a backup / migrate away from Heroku?
