What inbound rules do I need to give to my RDS so that I can connect it to metabase ? PLease tell for both if I use metabase through docker(open-source) or if I use it from browser itself.

If you are considering to self host then you should have appropriate skills to do so. Whitelisting an IP is just the tip of the iceberg when it comes to self hosting anything. You might consider Metabase Cloud
