Still not able to connect. We’re not using any certs on this server nor are there any expired ones.

I can’t explain it at this point. I feel like blaming the plugin for MS SQL connections - but it’s working for you. Maybe the plugin doesn’t allow unencrypted connections anymore?

Possible, I didn’t test disabling encryption, its on by default when I installed SQL Server 2016 and enabled the TCP/IP listener.
