Setting permissions for actions does not work

I built three dashboards, two of them from a model with data editing actions. I added a user replicating the admin configuration for one of the dashboards and leaving only "view" for the other dashboard. In neither case does it work. The user cannot see the dashboard.
The third dashboard is based on a database and has no visibility issues.

What do you mean cannot see the dashboard? Like the things in the dashboard don't load or he just cannot access the dashboard?
