I have metabase opensource docker, In admin rules > public share, I enable public sharing toggle.
When i want share a dashboard, the options are grayed out, only embadded in your application is available.
How can i create a public link ?
On the sharing screen of the dashboard, there's an extra toggle at the top:
Flick that on and the links will be available.

On my screen the button has the same color as the background ... 
Can you show us?
Click the slider and it will turn blue.
