Can we have a Telegram notification channel added, similar to the Slack notification?

our github is open for any pull requests that can add that feature
There was a pull request created 2 years ago that addressed this. It wasn't merged.

yes, it was left in draft mode and it doesn't have any tests, we can't merge the PR in that situation
