Is it possible to include scroll bar in time series chart to control time line at X axis values. Kind of attached screenshot. .

No, that's not included and would require returning the full timeline, which could be a relative heavy query depending on the size of the data.
The upcoming 0.39.4 will restore the timeseries picker:
