Trivial question: Top level collection?

I see only one similar question question in 2020 with no response - perhaps we are missing something obvious?

How do I create a ‘top-level’ collection i.e. one that is not under “Our Analytics” or “Your Personal Collection”? When I try to create a collection from any of the several places this is possible, it seems I must pick one of these as parent - surely not?!

Version details as below on docker in rocky9:

Poking around, it looks like “Our analytics” is now the root collection, rather than there being an unnamed root and “Our analytics” being the first one created during setup.

In past versions, you could create a new top level collection, but it wasn’t possible to delete it from the UI.
